This is a malicious Trojan. Once activated it downloads and runs other malware, possibly including the highly dangerous Trojan Generic24.cgol. Considering the size of the file (650 000 bytes) it may include a package of other malware executable files.
This Trojan (version name - TVWJFM.EXE) poses additional risk by having an attractive icon which is displayed in folder icon and thumbnail views, and if saved to the desktop. The icon is an image of a LCD PC screen with a black and white soccer ball superimposed. The icon may fool users into thinking the file has something to do with soccer, encouraging them to run it.
